The Baguio City Public Market Conceptual Redevelopment Plan was an unsolicited proposal contracted by the Baguio Public Market Vendors Alliance in light of the city’s plan to initiate a modernization program for the site. The project is an undertaking of tension for the proponents as this proposal comes as a counter-pitch for a redevelopment plan from a private developer which, to the market and civilian stakeholders, would threaten the integrity of their shared space and place of livelihood. This public market redevelopment proposal is an attempt to reconcile the needs and desires of the City Government for modern commercial infrastructure while respecting and responding to the needs of the community that is the most affected by such plans - the market vendors and market goers.
